FAQ: 2009-2010 STATEMENT AMENDMENT PROCESS

Proposals to Amend the Statement submitted November 6, 2009.

The University of Michigan's Statement of Student Rights and Responsibilities (www.oscr.umich.edu/statement) is a document authored by the University of Michigan community which describes the expectations the community has set out for itself, and which all students agree to uphold when they accept admission to the University. It is an evolving document which is reviewed every few years, at which point community members have an opportunity to recommend amendments. The 2009-2010 academic year is an amendment year.

How does an amendment to the Statement get adapted?

Per the Statement, "The Michigan Student Assembly, the Senate Assembly, or the Executive Officers of the University may propose amendments to the Statement. All proposed amendments will be reviewed by the Students Relations Committee (SRAC) of SACUA (Senate Advisory Committee on University Affairs). After consultation with each of the above mentioned groups, the Student Relations Committee will forward the proposed amendments to the President of the University with the committee's recommendation on implementation. The final decision on amending the Statement will be the President's. The President will endeavor to communicate his or her decision to accept or reject each of the proposed amendments in a public and timely manner, during the regular academic year. It is suggested that the President's communication to the student body state a rationale for each decision to reject an amendment."

Pursuant to the SRAC review cycle, the 2009-2010 academic year is an amendment year, and all refined and vetted proposed amendments must be submitted to SRAC by November 2, 2009.

When and how do I submit a proposal to amend the Statement?

All proposals must be submitted to the SRAC by November 2, 2009.

The process for submitting proposed amendments is designed to ensure representation of each campus constituency (students, faculty and staff) through their representative leadership. Please contact your respective avenue, the Michigan Student Assembly, the Senate Assembly, or the Executive Officers of the University, to communicate your proposal ideas.

To submit proposal ideas to MSA, contact the Students Rights Commission of the Michigan Student Assembly. They may be contacted by email at MSA_Student_Rights@umich.edu.

The SRAC has requested that stakeholders submitting proposals participate in consensus building during the early Fall semester so that proposals are refined and vetted prior to submission to SRAC by November 2, 2009. To this end, OSCR has organized a series of "Community Dialogues" during the next two weeks to provide an opportunity for amendment authors to vet their proposals with community stakeholders, including MSA representatives.

What are "Community Dialogues"?

"Community Dialogues" will occur Sept 22nd and 29th. These dialogues were scheduled as a means to assist community members (with a focus toward student constituencies) in engaging in conversation and consensus building on possible amendment topics. The dialogues are facilitated by trained multi-partial Campus Facilitators. The target date for finalizing proposals vetted through Community Dialogues is early October. The SRAC Chair has offered to participate in the final dialogue on September 29th. Additional dialogues may be scheduled through October as necessary to continue the community conversation.

What is the timeline for the amendment process?

  • April 1, 2009 - November 2, 2009
    Community dialogue, feedback and amendment proposal development
  • November 2, 2009
    Deadline to submit proposals to the SRAC
  • November – January 2010
    Formal review of any proposed amendments by the Student Relations Advisory Committee
  • February 2010
    Review of proposed amendments and SRAC recommendations by the Office of the Vice President and General Counsel and the Civil Liberties Board
  • March 2010
    Recommendations regarding proposed amendments submitted to the Office of the President
  • April 2010
    Statement amendment decisions announced to the community
  • July 2010
    Amended Statement goes into effect.

What is the recent activity associated with this Amendment Process?

  • December 2008 – MSA leadership and OSCR kick off amendment process planning
  • January 2009 – MSA President and OSCR begin collaboration on initiatives related to the amendment process and discuss ways to gather community input
  • January - April 2009 – OSCR offers support and assistance to MSA in gathering community input on amendment proposals
  • April 2009 – The OVPSA formally announces 2009-2010 as an amendment year. OSCR hosts Statement Review Process lunch & dialogue for the community
  • Summer 2009 - Campus stakeholders begin drafting proposals for review
  • August 2009 - OSCR organizes and offers to host “Community Dialogues” for interested stakeholders seeking support in the amendment process. To honor the SRAC request regarding early consensus building, stakeholders submitting draft proposals to be vetted in these dialogues are asked to submit proposals by September 15th
  • September 2009 - "Community Dialogues" to occur on Sept 22nd and 29th. Dialogues are to be facilitated by trained multi-partial Campus Facilitators. Target date for finalizing proposals vetted in the Community Dialogues is early October. The SRAC Chair has offered to participate in the final dialogue on September 29th.
